Radiator Fans On 1987 Trans Am GTA - Operation As One Is Not Working

How do the fans operate on a trans am 1987 GTA?

One fan comes on at 220 f, and the other does not operate.

Some forums say the other only operates with the air conditioner; others say earlier models only did this.

The water boils, car overheats quickly stuck in traffic; if the other fan was working, would that solve the problem?

All original parts in the car, no mods and trying hard to keep it that way and suggestion on a fix as pretty hard not to be caught in traffic these days

When were the last time the fluid was changed and the thermostat?

Also, both fans should turn on, so it sounds like a relay could be bad.

At a guess six months ago, it was changed, thermostat probably never, why do you think it boils so quickly and consumes the water when caught in traffic, but when moving all ok, and water fluid ok after cooled?

I was thinking maybe a head gasket?

Would anyone have a location of the relay location, and would you say that with just one fan operating, that could be the overheating issue?
