Although I have a drivetrain technician and mechanical background, this is new territory for me.
I did replace the tilt pivot pins; however, the horn hadn't worked before.
I can push the red wire with the spring down in the hole, and the horn will work with the buttons intermittently as if I'm touching the contact intermittently.
I cleaned some corrosion from the end of the spring, and it helped a little; it was just not enough for a constant continuous horn.
I can take a test light, connect it to the ground, touch the copper point inside the hole, and get an intermittent horn.
