1999 Firebird V6 Power Steering

Hello all,

I am currently working on a 99 Firebird with the 3800, and I have replaced in the last two days
  1. Power steering pump
  2. Power steering lines - pressure and return
  3. Power steering rack and pinion
My problem is that after replacing everything and bleeding the power steering fluid as per the shop manual I still have no power steering assist.

Wheels turn just fine no binding when the tires are off the ground, but as soon as weight is on the tires it has nothing.

Any help would be greatly appreciated.

I've worked on cars most of my life but this is stumping me.

Are you sure all the air is out?
