1984 Anniversary Front Turn Signal

I have the 1984 15-anniversary and thought I could go underneath to replace the front turn signal bulb.

Do I remove the front wheel and the fender liner to get to the bulb so I can replace it?

The 15 has a front-end cover under the front fascia, so I cannot reach up there to replace it.

Can you not replace it from the top side?
