Throttle body traction control actuator?
I found a part number that was two numbers off your last digits (0 205 005 010) on your picture, but it's for a BMW, which looks very similar to what you have.
I couldn't find any listing for your car's exact numbers (0 205 005 007).

I wonder if it has anything to do with the brake system.

It depends on the coolant level of your radiator, and how bad is the heater core is leaking.
It could be a dry-rotted or loose coolant line.

If that was a Formula, I could see spending $2,500.
You are right; it does look pretty rough.
I wouldn’t pay over $800 for it and that depends on what all is wrong with it drivetrain wise.
It looks like it’s been sitting for a long time.

I believe the middle and outer bulbs on each side are the brake lights, and all three bulbs on each side light up with headlights/parking lights.
